One who underwrites. A financial agency that manages sales of new shares to be purchased by a corporation or municipality to raise money. Typically, the underwriters will guarantee securities subscription, say, an issue of the company's equity at a stated price, and are obliged to purchase securities up to the amount they have subscribed if the public does not subscribe to the issue.
